GORCHMYNION TRAFFIG NEWYDD AR GYFER DINAS A SIR CAERDYDD Hysbysir drwy hyn fod Cyngor Sir Dinas a Sir Caerdydd, ar 15 Ionawr, 2018, wrth arfer ei bwerau dan Ddeddf Rheoleiddio Traffig 1984 (fel y’i diwygiwyd), Rhan 6 Deddf Rheoli Traffig 2004 fel y’i diwygiwyd a Gorchymyn Dynodi Gorfodi Sifil ar Dramgwyddau Parcio (Dinas a Sir Caerdydd) 2010, Rheoliadau Gorfodi Sifil ar Dramgwyddau Traffig Ffyrdd (Darpariaethau Cyffredinol) (Cymru) 2013, Gorchymyn Dynodi Gorfodi Sifil ar Dramgwyddau Lonydd Bysus a Thraffig Symudol (Dinas a Sir Caerdydd) 2014 a’r holl bwerau gorfodi eraill, wedi gwneud Gorchmynion a fydd yn gosod cyfyngiadau traffig ar y darnau o ffordd a nodir yn yr Atodlen isod. Nodir teitlau’r Gorchmynion yn yr Atodlen honno hefyd. Caniateir eithriadau ar gyfer cerbydau milwrol mewn perthynas ag Eitem 1. Caniateir eithriadau am y rhesymau canlynol o ran Eitemau 4 a 5: a. Mynd i mewn ac allan o gerbyd; b. Llwytho a dadlwytho nwyddau; c. Gwasanaethau hanfodol ac angladdau; d. Cerbydau gyda “Bathodyn Parcio i Bobl Anabl” a ddefnyddir i gludo pobl anabl. Bydd y Gorchmynion yn dod i rym ar 22 Ionawr, 2018 a gellir gweld copïau o’r Gorchmynion a chynlluniau yn dangos yr ardaloedd yr effeithir arnynt yn y cyfeiriad isod, lle byddant ar gael rhwng 9.00 a.m. - 1.00 p.m. a 2.00 p.m. - 5:00 p.m. o ddydd Llun i ddydd Gwener. Mae’r Cyngor yn croesawu gohebiaeth yn Gymraeg a Saesneg a byddwn yn sicrhau ein bod yn cyfathrebu â chi yn eich iaith ddewis, boed hynny’n Gymraeg, yn Saesneg neu’n ddwyieithog, cyn belled â’ch bod yn rhoi gwybod i ni am eich dewis. Ni fydd gohebu’n Gymraeg yn arwain at oedi. . Os dymunwch gwestiynu darpariaethau neu ddilysrwydd y Gorchmynion ar y sail nad ydynt yn cydymffurfio â phwerau Deddf Rheoleiddio Traffig Ffyrdd 1984, neu nad yw’r Gorchmynion yn cydymffurfio ag unrhyw ofyniad neu offeryn a wnaed dan y Ddeddf, gallwch, o fewn chwe wythnos o 14 Ionawr, 2018, wneud cais i’r Uchel Lys i’r diben hwnnw. Atodlen 1. Bydd GORCHYMYN CYNGOR SIR DINAS A SIR CAERDYDD (PARTH UN GORLLEWIN TREGANNA, CAERDYDD) (CYFYNGIAD CYFLYMDER 20 MYA) 2018 yn gosod cyfyngiad cyflymder o 20mya yn i) y ffyrdd canlynol cyfan ar eu hyd: Aldsworth Road, Aubery Avenue, Bernard Avenue, Birchfield Crescent, Burlington Terrace, Butleigh Avenue, Chargot Road, Conybeare Road, Fairfield Avenue, Fairfield Close, Greenwich Road, Halsbury Road, Kensington Avenue, Mayfield Avenue, Ovington Terrace, Pencisely Avenue, Pencisely Crescent, Redcliffe Avenue, Romilly Road West, Thompson Place, Vishwell Road, Westbury Terrace, West Orchard Crescent, Windway Avenue, Windway Road ii) Ar hyd y lonydd canlynol: Ar hyd y lonydd cefn sydd gyfagos i’r strydoedd tua’r gogledd o Landsdowne Road, tua’r dwyrain o A48 Western Avenue / Ely Road / Thompson Avenue / Romilly Road West, tua’r de o Heol Pencisely, tua’r gorllewin o Conybeare Road / Victoria Road West. 2. Bydd GORCHYMYN DIWYGIO CYNGOR SIR DINAS A SIR CAERDYDD (RHODFA’R GAMLAS, BAE CAERDYDD) 2018 yn diwygio’r cyfyngiadau Dim Aros Ar Unrhyw adeg yn RHODFA’R GAMLAS – ar ochr y gogledd o’r gyffordd â Dumballs Road i bwynt 15 metr i’r dwyrain o’r gyffordd honno ac; o bwynt 56 metr tua’r dwyrain o’r gyffordd honno am 19 metr tua’r dwyrain ac; o bwynt 80 metr o’r gyffordd honno am 35 metr tua’r dwyrain ac; o bwynt 141 metr tua’r dwyrain o’r gyffordd honno am 60 metr tua’r gogledd-ddwyrain. 3. Dyddiad 16 Ionawr, 2018 Davina Fiore - Cyfarwyddwr Llywodraethu a Gwasanaethau Cyfreithiol, Ystafell 410, Neuadd y Sir, Glanfa’r Iwerydd, Caerdydd CF10 4UW NEW TRAFFIC ORDERS FOR THE CITY AND COUNTY OF CARDIFF Notice is hereby given that on 15th January, 2018 the County Council of the City and County of Cardiff in exercise of its powers under the Road Traffic Regulation Act 1984 (as amended), Part 6 of the Traffic Management Act 2004 as amended and The Civil Enforcement of Parking Contraventions (City and County of Cardiff) Designation Order 2010, The Civil Enforcement of Road Traffic Contraventions (General Provisions) (Wales) Regulations 2013, The Civil Enforcement of Bus Lanes and Moving Traffic Contraventions (City and County of Cardiff) Designation Order 2014 and of all other enabling powers made Orders the general effect of which is to impose traffic restrictions in the lengths of road set out in the Schedule below. The title of the Orders are also described in the said Schedule. Exemptions will be permitted for military vehicles in respect of Item No. 1 Exemptions will be permitted for the following reasons in respect of Item Nos. 4 and 5: a Boarding and alighting from a vehicle; b. Loading and unloading of goods; c. Essential services and funerals; d. Vehicles when displaying a “Disabled Badge” and being used for the conveyance of disabled persons The Orders will come into operation on the 22nd January, 2018 and copies of the Orders and plans showing the affected areas are available at the address shown below, where they may be examined between the hours of 9.00 a.m. – 1.00 p.m. and 2.00 p.m. – 5.00 p.m. Monday to Friday. The Council welcomes correspondence in English and Welsh and we will ensure that we communicate with you in the language of your choice, whether that’s English, Welsh or bilingual as long as you let us know which you prefer. Corresponding in Welsh will not lead to any delay. This document is available in Welsh/Mae’r ddogfen hon ar gael yn Gymraeg. If you wish to question the Order’s provisions or validity on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984 or on the ground that any requirement of, or any instrument made under the Act, has not been complied within in relation to the Order, you may, within six weeks from the 14th day of January, 2018 apply to the High Court for this purpose. Schedule 1. THE COUNTY COUNCIL OF THE CITY AND COUNTY OF CARDIFF (CANTON WEST ZONE ONE, CARDIFF) (20 MPH SPEED RESTRICTION) ORDER 2018 will impose a 20mph speed restriction along i) the following roads throughout their length: Aldsworth Road, Aubery Avenue, Bernard Avenue, Birchfield Crescent, Burlington Terrace, Butleigh Avenue, Chargot Road, Conybeare Road, Fairfield AVenue, Fairfield Close, Greenwich Road, Halsbury Road, Kensington Avenue, Mayfield Avenue, Ovington Terrace, Pencisely Avenue, Pencisely Crescent, Redcliffe Avenue, Romilly Road West, Thompson Place Vishwell Road, Westbury Terrace, West Orchard Crescent, Windway Avenue, Windway Road ii) Throughout the length of the following lanes: Throughout the lanes adjacent to the streets north of Landsdowne Road, east of A48 Western Avenue / Ely Road / Thompson Avenue / Romilly Road West, south of Pencisely Road, west of Conybeare Road / Victoria Road West 2. THE COUNTY COUNCIL OF THE CITY AND COUNTY OF CARDIFF (CANAL PARADE, CARDIFF BAY) AMENDMENT ORDER 2018 will amend the current No Waiting at Any Time restrictions in CANAL PARADE - on its north side from its junction with Dumballs Road to a point 15 metres east of that junction and; from a point 56 metres east of that junction for a distance of 19 metres east and; from a point 80 metres of that junction for a distance of 35 metres east and; from a point 141 metres east of that junction for a distance of 60 metres northeast 3. THE COUNTY COUNCIL OF THE CITY AND COUNTY OF CARDIFF (ON STREET PAY AND DISPLAY) (AMENDMENT AND REGULATION) ORDER 2015 (AMENDMENT) ORDER 2018 will extend the existing pay and display parking bays in CANAL PARADE - on its north west side from a point 15 metres north east of its junction with Dumballs Road for a distance of 41 metres north east and; from a point 75 metres north east of its junction with Dumballs Road for a distance of 5 metres north east and; from a point 116 metres north east of its junction with Dumballs Road for a distance of 25 metres north east 4. THE COUNTY COUNCIL OF THE CITY AND COUNTY OF CARDIFF (CAERPHILLY ROAD/HEOL DYFED/PUM ERW ROAD/PEDAIR ERW ROAD, CARDIFF) (LIMITED WAITING) ORDER 2015 (AMENDMENT NO.2) ORDER 2018 will amend the existing waiting restrictions which are currently from the hours of 8.00 to 18.30 Monday to Saturday (inclusive) and extend them to between the hours of 8.00 to 22.00 Monday to Saturday (inclusive) and prevent you from leaving your vehicle for more than 1 hour (return prohibited within 1 hour) Caerphilly Road on its east side from a point 141 metres south of its junction with Maes-y-Coed Road for a distance of 6 metres south and; from a point 156 metres south of its junction with Maes-y-Coed Road for a distance of 4.5 metres south and; from a point 167 metres south of its junction with Maes-y-Coed Road for a distance of 5.5 meters south 5. THE COUNTY COUNCIL OF THE CITY AND COUNTY OF CARDIFF (CAE’R GRAIG, RADYR) (PROHIBITION OF WAITING) ORDER 2018 will prevent you from leaving your vehicle at any time in: i) Cae’r Graig - on its north east side - from a point 10 metres north west of its junction with Penrhos to point 10 metres south east of the same junction and; from a point 10 metres south west of its junction with Graig Hir to a point 10 metres north east of the same junction and; on its south side - from a point 10 metres west of its junction with Coed-y-Llyn to point 10 metres east of the same junction and; from a point 10 metres west of its junction with Craig Castell to point 10 metres east of the same junction and; from a point 10 metres north west of its junction with Pentwyn (western access) to point 10 metres south east of the same junction and; from a point 10 metres south west of its junction with Pentwyn (eastern access) to point 10 metres north east of the same junction ii) Pentwyn - Western Access - on both sides, from its junction with Cae’r Graig for a distance of 10 metres south west iii) Pentwyn - Eastern Access - on both sides, from its junction with Cae’r Graig for a distance of 10 metres iv) Penrhos - on both sides; from its junction with Cae’r Graig for a distance of 10 metres north east v) Graig Hir - on both sides; from its junction with Cae’r Graig for a distance of 10 metres north west vi) Coed-y-Llyn - on both sides, from its junction with Cae’r Graig for a distance of 10 metres south vii) Craig Castell - on its east side - from its junction with Cae’r Graig for a distance of 7 metres south and; on its west side - from its junction with Cae’r Graig for a distance of 10 metres south.
